Here is the first major revelation from the historic release of previously withheld government records on the JFK Assassination: the mayor of Dallas when President John F. Kennedy was killed in that city was a CIA asset.

We were alerted to this salient fact by retired military intelligence officer and author John Newman, who is conducting a thorough analysis of the long-secret documents.

At the time of the assassination, Dallas Mayor Earle Cabell, brother of one-time Deputy Director of Central Intelligence Charles P. Cabell, had been a CIA asset since 1956.

It is worth noting that Kennedy dismissed CIA Director Allen Dulles in November 1961, and that Earle Cabell’s brother Charles left the CIA on January 31, 1962, after Kennedy forced him to resign. Thus, both Dulles and Charles Cabell were no longer working for the CIA on November 22, 1963, when Kennedy was killed.

Earle Cabell, who had been elected mayor of Dallas in May 1961, oversaw arrangements for Kennedy’s trip and motorcade, which took him through Dealey Plaza, a route that violated almost all standard rules for presidential safety — and where normal safeguards, such as sealing windows and placing sharpshooters, were ignored. This is of interest to researchers into the assassination, who have been collecting evidence of CIA ties to a host of individuals who figure in the events of 11/22/63 (see also WhoWhatWhy Editor-in-Chief Russ Baker’s Family of Secrets for more on this topic.)

Below is Earle Cabell’s 10/17/56 CIA Secrecy Agreement, his CIA 201 file cover sheet (a “personality” file opened on actual or potential agents, assets, or informants), his 5/13/57 CIA Personality 201 File Request, and a cover sheet indicating that the House Select Committee on Assassinations (HSCA) reviewed his 201 file.

It is quite remarkable both that this document was withheld all these years under the criterion that it was “Not Believed Relevant” (NBR) to the Kennedy assassination. Judge John Tunheim, who led the JFK Assassination Records Review Board, a 1990s successor to the HSCA, recently said he now believes that many of the NBR-designated documents are indeed relevant.

This raises the question of who is determining which documents to release, what training they receive, and under what instructions they operate.

Are documents being released in bulk or piecemeal? Is this particular document one of the batch that were supposed to be released by October 26 of this year, or are those still coming?

Thank you, Kihei! I’ll be waiting eagerly to hear more. After nearly 54 years, it’s time to crack this case open once and for all, and to get the government to acknowledge the truth.

A lot is as expected, a few cryptographic nits and bits guessed at are confirmed.
Hopefully more juicy docs are saving themselves for last… but I am somewhat skeptical they will reopen the Kennedy case.
We cannot get FBI to reinvestigate without naming the real assassins or clearing Lee, no doc will do that.
Guaranteed, truth has been redacted from files long ago before the smoke on the knoll cleared.
I personally spoke with witnessses, I do not believe Lee shot anyone.
The Dallas police and DAs office have more overturned convictions based on withheld Dna evidence than any other jurisdiction. (24 cases to date)
Lee gave his alibi.
It did not include the second floor lunchroom, but first floor lunchroom and he told Fritz he was out front with Bill Shelley.
Interestingly a person is standing on the back step in the corner of the entrance vestibule, he can be seen behind Billy Lovelady in Hughes(?) film. He can be seen in Weigman and Darnell films.
Funny all persons standing out front were identified except the one that looks like Lee….

I remember there were a lot of people disappeared/suicided/killed during this fiasco. Got rid of witnesses/co-conspirators.


Perhaps key documents too, but hope I’m wrong. If we’re lucky, maybe there were others like “Deep Throat” that preserved important ones or made copies.


To paraphrase someone on the Mary Ferrell Foundation website, no “smoking gun,” but a bad smell.


Of course that figure on the steps in those films is “Oswald”. However, he is not the infamous man in the doorway in the Altgens photo – that is likely Billy Lovelady.
The documents that would clear “Oswald” won’t see the light of day, but we still might see some interesting stuff.

Whether Stuart L. Reed was a CIA asset, for example.

Reed took two photos of the “Oswald” bus stuck in traffic east of the Texas School Book Depository (before anyone knew that Oswald was on the bus), a photo of the front of the Book Depository (with a clear view of the sixth floor window) and at least three photos of the front of the Texas Theater in Oak Cliff as “Oswald” was being led out to the police car.

All by chance, supposedly.

Reed was an intelligence asset whose job was to provide the prearranged photo narrative of “Oswald’s” capture and arrest. His bus pictures prove it.


I would agree that any really smoking gun documents would have been eliminated or sanitized (James Jesus Angleton would be my 1st suspect), but there are a LOT of documents, so you never know if some juicy ones are still in the archives because the machinations of obfuscation and secrecy may have missed them.


I read in an article about an interview with John Newman, that the release of documents would be made online. But in order to do that, thousands of pages of documents would need to be scanned. Obviously, that would take much time, so NARA decided to release piece meal and in advance of the October date.


Both parade routes in Florida and the 3 in Texas prior to Dallas, had little security measures, so no need to cast doubts on Mayor Cabel. He did not make the final decision on the Dallas route.

It was no secret that Earl had “connections” with the CIA, and his being an asset was a forgone conclusion, around Dallas.


Now that’s an interesting allegation. In what circles of Dallas society might it have been bruited that the mayor was a CIA asset, and how do you know this?


People who surrounded Mayor Cabell Knew this and often talked about it, especially when Dulles was let go, and Earl’s brother came to town shortly thereafter, word began to spread about the CIA connection. You have to remember, that certain groups in Dallas had a very strong anti-Kennedy sentiment, and would feed off any morsel that was anti-Kennedy. And Earl liked to talk! I’d estimate that about 10 years ago, various CT’ers caught wind of Earl”s CIA connection and began to publish their theories. Having lived in Dallas for 25 years, before and after JFK, certain personal friends were also telling me about Earl & his brother. Two of those friends were present in Dealey Plaza, both reported to the FBI of what they had seen and heard. Both were also close friends with Earl. I’ve got more details, but the fact is….people in Dallas knew about Earl and the CIA!


Thank you, sir! I’m glad I asked. That is good and relevant evidence. Those “certain groups” seem to have been at odds with the REAL people of Dallas, who turned out in the thousands to welcome JFK, as shown in the footage from that day.

The document was released probably because it did not contain anything except his name. Unless it was an example of proof of his being a CIA asset and other documents contained more incriminating evidence was the reason it was considered as “not believed relevant”.


Just another “coincidence” , that the major of Dallas, was the brother of the #2 bad-guy at the CIA that Kennedy ousted. Nothing to see here folks.

I recall in 2008, idiots telling me they planned to vote Obama, because one of the things he would do, was to release all the secret files on that assassination. Sheesh.. what fools. Obama was and still is, the biggest systemite, even next to Hillary Clinton.

I’ve seen a CIA secrecy agreement. It didn’t look like this. There were a couple of paragraphs detailing what the individual was agreeing to, his signature, and the signature of a witness, plus the witness’s Social Security number. It was dated at the end of the page. This page seems to be a cover sheet.


My bad. I didn’t click on the document and scroll through. The 1979 version that I saw was shorter than this one signed in 1956.

Circa 1949, Meyer started working for the Central Intelligence Agency, joining the organization in 1951 at the invitation of Allen Dulles. At first he worked at the Office of Policy Coordination under former OSS man, Frank Wisner.[5] In 1953, Meyer came under attack by the Federal Bureau of Investigation (FBI), which claimed he was a security risk for having once stood at the same podium of a “notorious leftist”, and refused to give him a security clearance. An internal CIA inquiry summarily dismissed the claims.[6]

According to Deborah Davis in her 1979 book Katharine the Great, Meyer became the “principal operative” of Operation Mockingbird, a plan to secretly influence domestic and foreign media.[7] Meyer befriended James Angleton, who in 1954 became the CIA’s counter-intelligence chief. From 1954 until 1962, Meyer led the agency’s International Organizations Division.[8] Meyer headed the Covert Action Staff of the Directorate of Plans from 1962.[5]

Just a little side note regarding city government in Dallas. The mayor of Dallas is largely a ceremonial post in city government. A professional city manager/administrator is hired by the city council to run the day to day city government operations according to the Dallas city charter or governing document. Dallas has the city manager form of government as opposed to the strong mayor council form that directs Houston city government. All most all major cities in Texas operate in the weak mayor/city manager approach to government.

The mayor probably didn’t make the parade route decisions. That would have been made by the president’s advance team in coordination with the city manager and head of streets/transportation for the city of Dallas. There should be memos about this in files surrounding the president’s trip and papers regarding city management in Dallas. Since Vice President Lyndon Johnson was close to Governor Connally his advance team may have had more to do with parade planning.

It isn’t actually that odd that the mayor, who’s brother was a general, was a CIA asset. The CIA was connected to officials in every major American city at that time. Remember is is after Watergate when the CIA domestic operations were curtailed. Heads of major corporations were debriefed by the CIA after executives took trips abroad. Universities were also connected to the CIA and engaged in recruiting for the CIA who interviews on college campuses today.


Perhaps WHO.WHAT.WHEN.WHY should investigate the parade routes in Chicago, Miami, Tampa, San Antonio, and Houston. They may be in for a surprise!!!!!

The parade route did not “violate” any such rules for parades in Dallas. The route was MODIFIED to expedite JFK thru downtown Dallas, to the Trade Mart, and on the Love Field. That was the best route available to avoid having JFK and Jackie go thru some very rugged areas of factories, shops, strip clubs, liquor stores, etc.
