On June 15th, 2001 Russia and China with four other countries sign the Declaration of Shanghai Cooperation Organization, forming the SCO. On 16 July 2001, Russia and the PRC, the organization's two leading nations, extend relationships by signing the Treaty of Good-Neighbourliness and Friendly Cooperation. European Parliament Calls for Investigation of Secret CIA Torture Sites (Reader Pat)

In a close vote of 329-299, the EU Parliament calls on member states to “investigate, insuring full transparency, the allegations that there were secret prisons on their territory in which people were held under the CIA programme.” The resolution specifically named Lithuania, Poland, Italy, and the UK.
