South Dakota has had some of the country’s highest COVID-19 infection and death rates under Gov. Kristi Noem, who issued no mask mandates, kept businesses open, and played host to a massive motorcycle rally that became a superspreader event. But the rising Republican star says her approach “really worked well.”
