Robert Mueller's investigation obtained guilty pleas under the Foreign Agents Registration Act (FARA) from Paul Manafort and Richard Gates. FARA requires that agents of foreign principals register and file regular reports with the Justice Department on their activities. They also must file and keep certain other records.
