I would add that humanitarian NGOs are also prone to overselling gross violations of human rights, especially when they are recipients of US Government funds to care for refugees fr0m a conflict and, later on, to help rebuild a place destroyed by conflict. Humanitarian aid in war zones like Iraq and Afghanistan transformed many well-meaning NGOs (and some not so well-meaning) into nonprofit businesses more resembling defense contractors than charities.
