How Republicans Invoke States’ Rights to Threaten Stimulus Plan

Republican attorneys general want states to be able to pay for tax cuts with some of the $350 billion dedicated for local governments under the stimulus plan. Democrats in Congress forbid this to make sure the money goes for pandemic relief.
